On 7th May 2010 the Ministry of Social Action and Citizenry of the Generalitat de Catalunya (Government of Catalonia) has organised a conference “Building the Future: Observatori Catalá de Prospectiva en Serveis Socials”. The event was a part of the research activities undertaken by the Ministry over the last year, which involve bringing futures studies into the examination of social services in Catalonia. The first meeting of the Catalan Observatory on Social Services took a form of a working session with local and international experts who set out to identify and debate the main challenges for the future of the Catalan Social Services System. Previous initiatives included the creation of the future scenarios for the Catalan Social Services System by Jordi Serra.
During the meeting a collaboration agreement was signed between the Ministry and the World Futures Studies Federation (WFSF), an international organisation devoted to promoting futures studies. Amongst the members of the Federation, who took part in the meeting were Jordi Serra del Pino, WFSF Fellow and Vice-President of the Ibero-American Chapter and the initiator of this collaboration, Erik Øverland, WFSF Executive Board member and the signatory of the agreement, Maya van Leemput, Patrik Corsi and our own Ela Krawczyk.
The conference addressed three main issues:
Identification of future challenges
that the Catalan Social Services System (CSSS) will have to face in the future, being trends, events, innovations and other issues that may have strong impact on its future.
Finding areas of knowledge and research
that require monitoring with a view to defining and maintaining a corpus of knowledge on social services in the future.
Defining public policies
and their hypothetical application in the context of analysis going beyond the short-term future and taking in their effects and implications in the mid- and long-term.
The meeting produced many valuable contributions, which will be analysed and presented in a form of a report in the near future.
